بدأت قوات الأمن منذ ساعة مبكرة فجر الثلاثاء توزيع أعداد كبيرة جدا من الضباط وعساكر الأمن المركزي بزيهم التقليدي أو المدني في محطات مترو الأنفاق على امتداد خطي المترو الأول والثاني خاصة في المحطات المشتركة بدءا من محطة حسني مبارك حتى محطة أنور السادات.
وقال أحد المجندين للدستور الأصلي أنه تم التنبيه على قائدي وحدات الأمن المركزي بأن يتواجد فردي أمن أسفل كل بوابة مترو من الداخل وأن تتوزع قوات الوحدة على المحطة من الخارج وتم التنبيه بمنع أي تجمع يضم أكثر من ثلاثة أو أوأربعة أشخاص حتى لو كانوا من عائلة واحدة تحت أي ظرف.
كما انتشرت وحدات الأمن المركزي في ثياب مدنية على امتداد شارعي رمسيس والجلاء وتم إخلاء جميع الأرصفة من الباعة الجائلين وتمركزت قوات الأمن في منطقة محطة السكك الحديدية وميدان الإسعاف وميدان طلعت حرب وميدان التحرير وتم التنيه على أمن نقابتي المحامين والصحفيين بمنع دخول أي فرد إلى النقابة نظرا لأن اليوم عطلة رسمية، وتواجد أكثر من 25 سيارة أمن مركزي أمام دار القضاء العالي.
وفي محافظة الجيزة انتشرت قوات الأمن بشكل مكثف في منطقة شارع جامعة الدول العربية وتواجدات وحدة أمن مركزي وسيارة مصفحة على مدخل كل شارع فرعي وتمركزت نحو 15 سيارة أمن مركزي أمام مسجد مصطفى محمود بجانب عدد كبير من الكلاب البوليسية.
كما تم توزيع القوات على منطقة ميدان الجامعة وأمام جميع بوابات الجامعة وانتشرت نحو 15 سيارة أمن مركزي ومدرعتين أمام الباب الرئيسي لجامعة القاهرة ولأول مرة تواجدت سيارتين للترحيلات، كما أعلنت بعض الكليات الثلاثاء إجازة رسمية مثل كلية الإعلام.
وتم التنبيه على قائدي اتوبيسات هيئة النقل العام القادمة من مناطق حدائق القبة ومدينة نصر ومصر الجديدة بعدم الالتزام بخط السر وعدم اتمام الرحلة إلى مناطق العمرانية وميدان الجيزة والاكتفاء بالوصول إلى منطقة ميدان التحرير والدوران والعودة من محطة البدء من جديد وهو ما أدئ إلى غضب الركاب فنشبت عدة مشاجرات بينهم وبين قائدي أتوبيسات النقل العام حيث رفض ركاب الأتوبيس رقم 810 القادم من منطقة حدائق القبة إلى منطقة العمرانية النزول من الأتوبيس إلا بعد توصيلهم إلى محطتهم الأخيرة إلا أن السائق أخبرهم قائلا"أنا مش ذنبي حاجة دي أوامر ومحطة الأتوبيس فيها واحد مباحث".
